It's likely to be a value that incorporates a conventional cost of purchase plus the associate cost of shipping, legalising and local taxation. Dealers love these figures and stories as they can rarely be corroborated and make the prospective buyer think they are getting a bargain etc.
It would be prudent to always take any numbers like these with a massive pinch of salt. There's always a reason and it's never that some punter just walked in and paid almost 3 times market value for some inexplicable reason.
