Cooling fans tamora

Are the cooling fans on a Tamora staged? One fires up at x temp, 2nd one kicks in at a higher temp?

Or should they both fire up together - 2002 model?

92 and 96 degrees
Can't remember off hand what one comes on first (ie n/s or o/s)
