Not really, for road use.
The main issue with temperature and tyres is on the track, where there is huge energy being put through them, heating them up and increasing pressure quite dramatically, so the initial (cold) pressure is set low (or adjusted once hot).
But on a cold/wet track they do not change much, so the initial pressure would be higher, close to that recommended for that tyre/vehicle
