strange noises from my sagaris

strange noiseand vibration coming from behind trim where seat belt tensioner is on passenger side.
I removed trim to reveal to what appears to be some strange in line fuel device which is making the noise an vib' (note: not a electrical dvice) and its making strange noises!!!! Its black plastic, the size of a smartie packet with small 1\4inch bore pipes at either end. Also on long trip today the LCD instrument display kept blinking out every 30 secs but only when headlights were on.Appeared to be ok when no lights were on. Are these two problems related ???

the noise is the petrol tank pressurizing in the warm weather, if you open the filler the noise stops, had it on Saturday. The other problem, I have no idea but mine does it occasionally I believe the display has a cooling fan so that may be a problem (bound to be the cheapest fan available knowing TVR)
