Leave it off! The super-non-petrol-proof-glue used by TVR on mine dissolved after several soakings in petrol blown back through the filler. Without it though, the petrol filler nozzle fits further into the neck and as long as the cut-out is working, prevents any more blow-back. Brilliant.

I stuck mine back on with Sikaflex 2 years ago, still on there after numerous petrol soakings.
Mine fell off the very first time i filled the car up after buying my 03 T350c new 4 years ago, When it came off it pulled a ruddy great flake of paint with it!! So it went in for a total rear end respray when it was only a couple of weeks old.
It was re stuck by the body shop, but fell off again, so i refixed it back myself using marine quality stainless number 4 counter sunk self tappers. it ain't fell off any more!!
Sorry can't advise you as to where you get a new one though.

. Try contacting your local dealer or TVR Power for one. It's worth getting the upgraded style that is screwed on rather than stuck. Shouldn't cost much!
