exhaust valves closing - even without fuse 22 pulled?

I have a V8VR and have had fuse 22 pulled for about a year now.
Recently I've noticed (every now and again) that the exhaust note acts as if the fuse is back in again - quiet below 3,500 revs, and exhaust note opens up after that. (Mine is a N420, so the exhaust is tuned for the valves to open up at 3,500 revs rather than the standard 4,500 revs).
The fuse is definitely out - so can this happen? i.e. the valves openning and closing of its accord with the fuse pulled?

Took me a while messing with various combinations of 15 & 22 to find 22 is completely redundant on +MY12.25 cars
