Avensis Verso D4-D Lacking power

Just went to see a 02 Avensis verso diesel which has done 120k. It has recently had a new turbo but was very sluggish. My Touran 1.9 felt like a Ferrari in comparison!
The seller said the boost had been turned down for economy snd could be turned up by turning a screw in the turbo. Is he correct or is he talking bull?
