Quick question about mr2 intake.

I was about do valve stem seal replacement today to solve the smoke smoke at start up and overrun, it doesnt smoke when its idling and normal running on my MR2 rev1. I removed the air filter pipe and noticed there is a pool of oil on throttle body, this car toyota mr2 Rev1 so it doesnt come with PCV from factory, just a pipe from rocker cover to throttle body.

Should it has that much oil?

I could put in catch can or pcv in it. i am really hoping i dont have do valve stem seal replacement.
