I have the Translated manual at home which has the fuse box layouts in it (internal and external layouts) I'll try and scan it tonight if i have time. I bought it off http://www.ftooc.org You should pop on there there's a lot of helpful people.
standard FTO is restricted to 180 kph (about 112mph) as all Jap cars are, but depending if it's been converted to miles it might have been removed.
Easiest way to tell is if your speedo goes to 180mph (And your trip computer counts in miles) the speed restricter has probably been removed if your speedo is up to 120mph (And your trip computer counts in km) it probably hasn't.

Think you can get a conversion kit from eBay if you wanted to do it yourself. But it'd be worth getting a garage to do it and give you a certificate of mileage.
Other than that sign up to the FTO Owners club and speak to a guy called Ricerocket who deals in parts/spares for Jap cars he'll do you a good deal on whatever you need (he sells great HID kits too if you want to upgrade the woeful dipped headlights)
As for getting it fitted that rather depends on where you're based. Shouldn't cost you too much, I know a lot of people on the FTOOC have done their own.
I didn't bother with mine as I was happy to leave the mileage in km so it's not part miles part km.
Hope you enjoy your FTO, Love mine but it has to go now I have my new toy (Mitsi Legnum VR4)
