Are your uppipe or headers leaking i.e. blowing header gaskets or uppipe gasket both ends, are they cracked somewhere maybe. You can usually tell from the unburnt fuel smell entering the cabin.

Check the vacuum hoses that go from the boost conrol solenoid to the turbo outlet and boost control solenoid to the wastegate actuator. Make sure there are no splits or a pipe has come off, and make sure the boost control solenoid is working.

Make sure your air filter or induction pipes aren't blocked with anything.

If you have a catted exhaust maybe one of your cats has collapsed but that would be the last thing to check or if it isn't catted then it won't be that biggrin

Other than that maybe your turbo is fuked.

No smell, uppipe is ok and headers are ok. where is the boost control solenoid located? air filter ok, pipes ok. I had a new cat fitted last weekend but thats not the problem its been happening since i bought the car a few weeks ago, although the turbo started working normally after the new cat was fitted, but it was not used until monday and its gone back to 4500 to 5000 rpm again.

The boost control solenoid is located near the airbox, bolted onto the inner wing side of the front offside shock absorber turret. You should see some vacuum hoses going to it from the turbo and wastegate actuator like in this pic:

Just behind the air filter bolted onto the inner wing damper turret to the left of the header tank.

It may be something as idiotic as a split hose that, when at low pressure has the split open because of the way it sits, but once you've got the thing spinning more quickly, something changes shape and the hole is closed! Knew someone who had this problem and was scratching his head for ages because you can't see in the engine bay while driving.

These solenoids rarely go wrong as they are dead simple in their operation although i'm not saying they don't go wrong because they can do. Give it a clean out!! All i can suggest there is get one from a scrappies mail order.

Call Grade-A Subaru or Jap Performance Parts, although i get most of my 2nd hand bits from Andy at Grade-A, but when they didn't have a part i needed i got in touch with Jap Performance Parts and they had what i wanted. I'd also recommend to get a 3port solenoid instead of a 2port which is what you have now.

It does sound more like a vacuum pipe has split though. The only other thing i can think of is that the actuator arm or the wastegate is sticking or not operating properly. If the diaphram in the actuator was perferated that might cause an issue but i've never heard of one going.

Check your pipes first before spending any dosh as it could be something that simple. Take some close up pics and post them on here so we can see what you have.
