Its most probably a duff speedo sensor or knacjered gear wheel both of which are replaceable

The car may already be fitted with a convertor that will shop MPH on a KPH speedo.

These things are known for being a bit unreliable and often fail.
I think you have to fit one to be able to register an import.

If you can find the box you should be able to remove it and see if the speedo then reads correctly (in KPH)

Its more likely to be a wiring problem than the actual dial or the sender unit.

If the sender unit is faulty it may also mess up ABS and and cruise control as they use the same signal so you may see a ABS error light.
Im not sure how scoobys are wired up but this would definately be the case on a Honda import.

Hi thanks for the replies. The speedo is cable of the gearbox and I know the guy who sold it to me replaced the dial from kph to mph.
