F30 320d Actual MPG

Looking to buy a used F30 BMW M Sport and had a look at one today.
Everything was in good condition but the only thing that stood out to me was that the car had a registered 34.5 mpg for what looked like 20k miles which seems surprisingly low to me.
Is this normal? The car is 4 years old so maybe it was just used for lots of town driving and maybe that's the reason?
Should I avoid this car?

Pretty poor. My 335d does 45mpg long term, 50mpg on a long sensible run. Tested by brim to brim over at least three tanks, and at least 5 occasions. It matches very closely to the on board calculation.Out of interest, I tracked the cumulative mpg average from an overnight rest. First mile 26mpg, next few miles, 36 mpg, at five miles it was 45 mpg. Not sure how reliable the interim low mileage mpg is.

The 335d is great as long as you stay away from stop-start driving - I've had two and over 7 years averaged around 37mpg. It would do 40-50mpg on the motorway but once in town is was down into the low 30's. Out of interest, I tracked the cumulative mpg average from an overnight rest. That is interesting. BMW released a document explaining how their OBC calculates MPG a few years back. It said that from cold, the car over fuels by 40% compared to it fully up to temperature with an ambient air temperature of 18ºc I think it was.
They then said as coolant temperature hits 68ºc it is over fuelling by 25%.
This is why having a working thermostat is so important.
Just gone through my first tank full on my 320ED F30, it's a 12 plate with 41k miles on the clock, 58.2mpg. That's using the onboard computer, haven't brimmed it yet and done the calculation myself. I also change to winter tyres halfway through the tank, so blunted it a little. My driving is 90% motorway and A road. That was also in Eco Pro mode the whole time.
Crank speed and manifold pressure are the biggest contributors to MPG and neither have been stated so far, which makes the act of guessing impossible. Somewhere between 12mpg and 70mpg is realistic, banging the limiter in1st at full boost Vs. Rolling down a hill on a motorway at 80mph in 6th with a closed throttle...the range of potential scenarios is broad.
