Error 4530 - Loss of turbo power - no EML - no smoke

I have BMW E91 M-Sport Tourer 2006. Have the above error code. Turbo makes whirring sound when engine rev'd, no EML, drives ok in all gears but no power above 2000 rpm. Quick inspection (I'm no mechanic I'm afraid) doesn't indicate any pipes have come off. Before I spunk a load of money on a new turbo what should I check for first please, loads of forum info states different things, just looking for a methodical order to check first. Thanks in advance.
