Looks like bulbs can be changed: https://www.youtube.com/watch?v=A7pu_82WNKk
Quite a few YouTube videos and write ups searchable via google.
Was it a BMW mean dealer who advised the whole headlight change BTW?

Looks like you need a D1S bulb. They can definitely be replaced on their own but how did the garage reach the conclusion that the entire headlight needs to be replaced?

They just told me that for BMWs AUDIs etc. the whole headlamp needs to be replaced.... i ask them if the bulb can only be replaced and they said no... they gave me the quote of £1100 and told them not even bother......
LED headlights generally have to be replaced as a complete unit and are very expensive, but given the age of yours, it'll have Xenons. Like everyone else says, the bulbs are available for reasonable cost. They just told me that for BMWs AUDIs etc. the whole headlamp needs to be replaced.... i ask them if the bulb can only be replaced and they said no... they gave me the quote of £1100 and told them not even bother......

You'll need a D1S xenon bulb; such as Lunex or Osram:
