Can anyone identify what this is for?

Just had my new BMW X3 M40i delivered on flatbed so no handover. Found this in the boot and no idea what its for or where it goes. Any ideas?

Looks a little bit like the velcro strap from under the boot floor which you use to hang it from a hook when you're loading below it, but not sure without looking. I've got an X3 M40i at the moment, will have a look a little bit later and see if I can work it out.

Is there a load-through ski-hatch in the middle of the rear seat backs? Could that be a cover for it (that you have to put in yourself) ?

Is that screwdriver supposed to be there? There is usually a place designed to hold each tool. Likewise, what is the packet of screws for? What I'm suggesting is that something could be missing or in the wrong place.
