Advice to buy a bmw serie F21

I am considering the purchase of a bmw 1 series to be used also in the city.
I'm considering the smaller engine because I don't want to pay high taxes.
the engine I would like would be this:
B38B15 from 1499cc
which is the same mounted on the 118i that produces them 136cv
I would like to ask you if that model can have any problems and if it is possible to remap the ECU of that engine to get to produce a few more hp? (if it is possible to do it in such a way that when you go to do the legal car revision you can make the 109hp of the booklet reappear)
power i would like is is the 170hp of the 120i that uses the N13B16 engine ...
I see that this "N13B16" engine was also put on models of the f20 or even on the old ones of the first 1 series.
The N13B16 engine is only available for the 120i in the f21 series.
