I wouldn't be surprised if your battery is dying.
The AGM battery in my E87 123d with stop start didn't last 5 years. Back in 2012 Sytner wanted over £300 to supply, fit and code a new one, but I found an Indy who did it for just over £250.
Stop/start hardly ever operates when it's this cold, and will never operate if the battery is dying. The car monitors battery condition, current draw (heating/AC, lights, heated screen and seats and loads of other parameters) before it decides whether to allow it to stop.
You really need to get the battery voltage checked.
