Active Tourer f45 2015 225i x drive. EXHAUST FLAP questions.

Apologies if this is a frequent question but I am still learning about BMW !!!
I have noticed that the exhaust tail pipe on the driver's side is much cleaner inside than the one on the passenger side.
A closer look shows a flap inside the pipe and electrical connections and a "box" attached to the pipe behind the rear wheel.
I gather that this flap is for noise reduction ?? and if so is it possible to have it removed or fixed so that it is always open ?
I don't mind a little extra noise (ex Subaru/Mitsubishi) and if it lets the gases escape a little easier then fine.
I have already learnt that if anything is done to the car it needs the software fiddled with so I assume my local independent BMW place could do this for me ? A simple job ?
