BMW heater only heats at 28 degrees goes cold at 27.5 degree

The ANSWER IS

Push control knob to climate control, then press knob, you will see driver icon is blue, rotate knob clockwise, driver will turn red, push knob left to passenger climate control and increase level until passenger is red then climate control will work to heat at all temperatures.
