Hi all got sent this video of an approved used bmw something looks off with the wheel arch liner couple of points would you expect this renewed on a 40k used car and what apart from a ham fisted mech would have caused this? many thanks

There is meant to be a continous plastic strip around the wheel arch, I forget if it the wheel liner that fits around it, or a separate piece.

You could ask for a photo of the opposite side for comparison.
