SILLY BULB REPLACEMENT PRICES.

I have just replaced my very first sidelight bulb on a 2004 BMW 7-Series. The car was booked in to me after the main dealer quoted........wait for it.....£191 labour plus £18 all plus vat to replace a single sidelight bulb!
What is so shocking is that you have to remove the front bumper assembly to do it. A good 1.5 hours work.
What @sshole designed that. In my opinion, it should be a legal requirement for a driver of a vehicle to be able to do anything within reason on the vehicle to be able to make it roadworthy, such as top up washers, inflate tyres and change legally required bulbs. What do you do in Europe where it is a legal requirement to carry a spare bulb kit? Strip off the front of the car at the side of the road to replace it?
Is this the latest manufacturers scam? Merc A class is front wing off for headlamp bulb and X5 is headlamp assy out for a bulb, Ford focus detach the reflector when you fit a bulb and plugs on a Smart require rear bumper removal and the engine dropping.
And they still think we are "just" dirty mechanics.

2002 X5 indicator bulb???
1 hours labour plus the bulb plus VAT at BMW Main stealer, headlight assembly has to be removed fully.
Local BMW Indi hadn't done one before so suggested same length of time but at half the price. When I went to pick it up he said "Only took us half an hour, £38 quid please".
