E46 Headlight Problem

Hopefully someone can offer some advice on this.
My 2001 E46 330i saloon has stopped 'raising' the headlamps on startup, so now on dipped beam it is illuminating up about 6 feet in front of the car and on full beam it is lighting up about as far as dipped beam 'should'.
Has anyone got any ideas on what may be the issue and how expensive it may be to resolve?

on one on the front wishbones is a sensor that detects the loading on the car and auto adjusts the aim.

Part 1 is the sensor, part 5 is the wishbone link.
I'd look for problems round this area first. This can happen from jacking the car off the ground and overstretching the components (i have no idea why this is a problem, maybe it moves to previously unused parts of the travel)
