It's usually the airbag slip ring-take the stering wheel off and make sure it's seated properly, but more likely you'll find it's broken. Sometimes you can re-fit it and lubricate it and the noise will go away for a while.
  • DO NOT** switch on the ignition with the wheel removed or the door open, or you'll have to get the airbag light re-set.

yes Had the same problem on my E36 and it was the slip ring.

If you're going to do this (and its an easy enough job, I've just done it on my E39) then you MUST disconnect the battery and leave the car for at least 30 minutes, or you risk the airbag going off in your face.

Also, I think you will almost certainly need the airbag light reset anyway but that's no big deal.

Another thing that does similar is the springy bush that holds the bottom of the column as it goes through the bulkhead.
If you look in the engine bay, you'll see the nylon bush and spring, and spray loads of spray grease on it and see if that helps.
