Speed bumps and clubsport splitters

I have a 2005 E46 CI ES Coupe and I'm planning on having the following done:
M-sport kit fitted
Clubsport splitters fitted
Lowered 30mm all round
My question is I live near Cambridge and the local council have a hard on for speed bumps. Im worried if I do the above am I going to have a nightmare with scrapping the splitters? Should I leave out the lowering as the profile of the car will look lower with the sideskirts on anyway?
Also what is the general feeling on aftermarket parts? I always wanted the m-sport version but couldnt find a car with the low mileage and colour for the price at the time. I will be using all genuine BMW parts.
Anyone with any advice would be welcome.

As has been previously said - it's your car so it's up to you.
Just food-for-though though and i know it's on a different car but, on my M3 i have the M3GT corner splitter's and i'm forever worrying about catching those on speed bumps. I have consequently tore them off 3 times now (the last time being Goodwood Festival Of Speed when leaving the car park) so i would suggest that you think long and hard about the lowering aspect of your car and as you've mentioned it will appear to be lower with the new trim fitted anyway.
