Strange X5 steering issue

My '02 X5 has developed a weird steering issue. Sometime the power-steering seems to turn itself off for a moment or 2 and the steering really weights up. Then, just as you're putting the required effort into it, the pas kicks back in so too much lock is applied.

Obviously not good.

Any suggestions? Pump? Entire rack?

In order of things to check:
1. Power steering fluid level
2. PAS belt condition/tension
3. Top suspension mounts
4. Pump
5. Rack.

i no sure but i think the x5 has a box not a rack. if so it will have many joins etc if one of these is siezing this could cause a tight spot in the feel when turning.
