Headlamp Washers

My friends car is a 56 plate E9x coupe - his screenwash froze and it blew off the headlamp washers - so now he has two holes at the front !

Anyone else had this issue where BMW has covered the cost? I understand they have admitted it's a design fault but have refused to contribute - so he's out of pocket to the tune of £250 by going to an indy to sort.

(apprarently it's a front bumper off job?)
