318i E46 Cooling issue

A friends car and we're both stumped as to what could be the issue. Any advice appreciated.
The car reaches operating temp normally with the temp guage rising to half way up the guage but for some months, you cannot get any warm air through the interior heater?
After closer investigation, only the top radiator hose gets hot. Lower rad hose is cold, heater pipes to heater matrix cold.
So far, have renewed thermostat, renewed water pump, checked heater valve (works ok. Flushed radiator (all ok).
The engine runs fine with no loss of oil or water and no loss in power however this problem persists - guage reading normal but lower hose and heater pipes cold and no heating.
Even after bleeding through the top and lower hose bleed valave, water would seem not to be circulating. Any ideas?
