Of the two, definitely the PCX. It's just a better machine, faster, more stable and comfortable. It is older but from the description it's well looked after and comes with some useful extras.
For 30/40mph roads you will want the more powerful machine to keep up with traffic better.
where are you parking it at work? if its not a secure environment the vision 110 (or the address 110 its suzuki cousin) will be (slightly) less desirable to the scrotes as less are around so there not as desirable for parts, the 110 will be good for 60mph so should be all you need
