Building custom motorcycle

Been thinking of building a custom Harley hardtail using fenland choppers frame. Bit stuck on the how to get it registered though... Would I have to have a donor bike with all paperwork or could I buy the custom frame and purchase a engine separate and go from there ?? Bit confused because there frames don’t have vin numbers.. Would I have to contact dvla to get one for the frame ??

The completed bike would have to go through the Motorcycle Single Vehicle Approval (MSVA) test.

However, many custom vehicles are (illegally) registered on the donor vehicle's V5.


EDIT:
If the standard frame is used, with a "bolt-on" hardtail, rather than one that is welded to the main frame, the frame is not "radically modified" and would not require MSVA and a new identity.
