I had a Forza 350 before breaking my leg last year. Used it regularly for 90 mile one way trips to visit my parents in East Anglia. Coped absolutely fine - in fact a really enjoyable ride. Would cruise happily at 70+ with no issue.

Kawasaki J300 is similar but not as well specced as the Forza but is cheaper.

It is a rebadged Kymco Downtown 300. Not many of them in this country but very popular in Europe as the Kymco Super Dink.

I have had mine for 8 years and it does everything I want it to, including small tours. It would do the M4 trip the OP mentions, but I'm not sure I'd want to do it too often.

I had a xmax300 (currently looking for another one) for a few years, bought in 2017, I bought it for a commute and ended up using it way more than expected as I actually quite enjoyed how easy and practical it was, it would comfortably do 80 on the motorway and would top out about 95.
From what I’ve seen and read you’re best with either the forza or xmax.

The tmax is a great bike with a top speed of about 115, and proper bike like handling but they do hold their value well so might be outside your budget, they also don’t have as much under seat storage as the engine is mounted in a conventional way unlike most scooters having a swingarm mounted engine.

I have a new 2023 model Xmax, it's bloody brilliant. Such a hoot to ride, loads of storage. It's the most two wheel fun I've had in years.
