Frame without log book

Hi,
Earlier this year my younger brother passed away unexpectedly, years ago he bought a Yamaha FZR400RR frame legitimately with the intention of building a café racer. As with a lot of us, things happened and other life events took over, because I regularly dispose of non ferrous scrap metal (via my plumbing and heating Limited company) I offered to cash it in for my Sister in law but having cleaned it up I now have the crazy idea to build it back up into something my brother wanted to do.
Looking on EBay there’s a quite a few parts for sale for his model (it’s a 3TJ) but the problem I’ve got is there is no log book for the frame (no purchase invoice either) and having had a Q plate years ago (on a RD125LC) I don’t want to have one again, I know it’s a touchy subject and I’m fully prepared for people to question my honestly but is there any legal way to get an age related reg for this frame? I have obtained a V5 for my race car recently but that was easier as I had full supporting documentation (purchase invoices, full history file, certificate of conformity etc) was able to find the original registration number and then apply for a V5 using the appropriate form. In case anyone wanders why we wanted a V5 for the race car it is to make racing in Europe easier without (hopefully) the need for a Carnet.
Any help appreciated, if it proves impossible to do then we’ll just scrap the frame as originally planned.

Has it got a chassis number you could do a check against, it may already once have been registered and paperwork lost.

I didn't think they issued Q plates any more.

If you do want to build it up you will probably be as well buying a running bike and swapping parts over.

Yes, it’s stamped with the frame number twice (once on the headstock and again inside the rear cast section of the frame). I remembered my brother saying it was a Yamaha FZR400 frame but didn’t know which model so cross referenced the numbers with a website I found listing all Yamaha frame prefixes and the models they relate to and found out it’s a 1990 model year 3TJ1. Apart from that I don’t know anymore about it, all I have is the frame (which is in really good condition but then it should be as it’s sat in my brothers garage for at least 15 years I reckon).
Are there any resources where I can cross reference frame numbers with reg numbers or would DVLA help?

It doesn’t make any financial sense to build it TBH but I want to do it in memory of my brother, I was thinking of keeping the original running gear (unless anything fits and is cheaper), maybe a 600 engine and just keeping the rest simple with no fairing etc and minimal lights, instruments.

Do a hpi check on the vin and it with give you the numberplate?

Hi, thanks for the suggestion, I did HPI it and it returned a reg number and some history.

Now I just need to apply for the V5 using V62 and then decide how my late brother would have built it.

Hi, yes, it is just a bare frame but there’s a lot of sentimental value attached to it.
