Mini Moto tracks

Hi you lot in PH land. I posted this on the general Pie & piston page, then thought it may be the wrong page to post it.

I was asked over the weekend by a mate of mine, what it would take to set up a Mini-moto course. He owns a farm with various buildings & fields & was considering tryung to set up an indoor track in one of the old buildings.
The main questions being battered around the diningroom table were,
1. Do I need planning permission to set up a track ?

2. What noise restriction regs are there & how would that effect the proposed site ?

3. coverage for public liability insurance ?

There were a few more, but I can't think of them off hand.

The property is no longer a working farm, but there is a chicken farm next door to the property. there are no houses near by.

Anyone got any ideas.

sorry I can't be more specific on size of the proposed track as i don't know what he has in mind.
