Does anyone know if this is to preserve the road surface or increase traction?

AFAIAC any loose material on the road surface is a hazard.

This road gritting is supposed to be a short-term repair for old roads. The excess grit is supposed to be swept off.

In practice, the loose grit seems to be just left there in dangerous ridges and the roads are simply re-gritted a few year later.
