For that budget, check out the Kymco range of 125s: www.kymco.co.uk/
I rode a Kymco Pulsar, now renamed a CK125, for twelve months prior to DAS. Utterly brilliant value! It was bullet-proof, reliable and incredible value for money. Cheap as chips to buy (even a new one costs £1,599!) and 100-130mpg. Gear indicator and fuel guage as standard. Just needed a liberal application of ACF50 to keep winter rust at bay. I managed an indicated 70mph - despite my rather, erm, heavy weight and a full top box.
With a modest downhill gradient and lying flat on the tank, I could manage an indicated 80mph. Oh happy days ...

Bit over budget at about £1400 for a good one but:
I had a CBR125 for commuting on (Huddersfield to Leeds) and it was brilliant. Got 90 to 110mpg, it was very easy to ride and never let me down. It’s got a 4stroke motor so you cant derestricted it to get 30odd bhp like you can with a 2stroke but it wont blow up, it can be ridden at low revs (pulls in cleanly in 3rd from 3000rpm) and there is no need for expensive 2 stroke oil every time you fill up. I personally don’t like “twist and go” scooters as it reduces control and I don’t feel safe so a geared bike was the only way to go. The CBR is very light (115kg) and narrow which makes it easy to nip through traffic on. It’s not quick but it will hit 75mph on the flat and keeps up with traffic. I sound like a Honda advert but it’s an absolutely cracking little bike and LOADS of fun, I let several experienced riders (from 20odd year olds with Harleys and sports bikes to a 51year old with an FJ1200) ride it and every one came back with a smile on there face, cant recommend it enough.

If you can, go to a shop and sit on them, most large bike shops will have a CBR and am RS but NSRs are becoming trickier to find. Be as cheeky as you can get away with, sit on them and have a good poke about. I wanted a Mito but I sat on it and found it uncomfortable so got the CBR instead. Its really useful to se them next to each other.
Picked up my 125 yesterday.
Well I didn't ride it my boyfriend did but oh my god does it fly!
Once you get over 8k revs then there's no stopping it!
Aparantly it's still restricted as well, but how it can do over 100 and aparantly be restricted I don't know!
My advise to anyone looking for a 125, get and Aprilia RS125!!! Bloomin Fantastic!
