Changing regs?

Just popped in here for a browse as don't really feel like working too hard today and read another thread with a mention of changing regulations next year? Is this with regard to obtaining a licence does anyone know? I've tried having a look on google and government websites, but can't see anything obvious? I'm assuming its something to make it harder to obtain a licence? Can anyone help?

Basically your intruction (DAS and CBT I believe) gets more difficult (read expensive) and the test does too!
