Does anyone know the rules and regulations for the MotoGP class?

Is there a rule that says a MotoGP bike has to have a certain sized or even shaped fuel tank on top of the chassis in the usual road bike location. I ask this because the Honda (and I'm sure others too as well) have the fuel tank underneath the rider's seat for better weight balance and lowered centre of gravity. In which case why do they still have a normal sized and shaped tank on the bike? Does it house the electrics, is it just an empty space? If there is not a rule on it then surely they could make it smaller to allow the rider to get lower down behind the screen and be quicker on the long straights.

Airbox perhaps....more power to be had with a large plenum gulping down lots of lovely oxygen...?
Worth more speed than any aerodynamic advantage perhaps....

Airbox.....ah.

I suppose they could also have all the electronics for lap timing and TV camera transmission bits in there too.
