I'v got 4 bikes, 2 of which haven't bee used in the last 12 years. I've never declared them as SORN because I think back in 1995/96 that didn't exist and have had no contact from the DVLA. Therefore, these bikes are registered but untaxed, uninsured etc. I think there must be quite a few situations like this adding large numbers of bikes to the percentage of untaxed bikes quoted.
