Peugeot scooter question?

My father in law (who lives in France) has been given a Peugeot scooter of unknown vintage/model (as it's been sprayed).

The only ID he's got is a plate in the battery box with the following info:

vgas1b 00a00027931 96 db A 4875 tr/mn Peugeot BL TZ

Any idea whether I can identify whether the bike was originally from the UK or France (or elsewhere) and the model from this info?

Alas, as I said, the bike is in France. Will see if I can get the outlaw to take one
