Engine over (and them some) revs

It's happened twice now.
Just a few minutes after starting and pootling along waiting for the temp to rise ..... keeping below 2500rpm
Changing up a gear, the revs shoot to full blip. Turn her off and wait for heart beat to return to normal.
Restart engine and all fine.
Any ideas?
PS - It's not the carpet getting caught and pedal seems springy.

Do you have any bonnet lining that can catch on the throttle assembly?
It might be playing with the pedal with the engine switched off to see if the throttle always returns to the idle position. It might be a frayed cable or something like that which would be hard to spot just by looking at it. Are you absolutely sure it isn't the carpet?
