No air from middle vents

Since I've had the car there has been no air from the middle heater/blower vents, and I'm pretty sure the actual vent is open.

I get air from the passenger side vent, and both footwell vents but nothing at all from the middle vents.
Is it likely that a pipe has come off somewhere? How hard is it to get to the back of the vents?

Another thing is the secondary blower (3 speed switch under steering wheel) which isn't working. Could this be a simple fuse, or is it likely to be a problem with the fan motor?

have a look under the steering column there are air vent pipes usually with a T joint sounds like the pipe from the T joint to those vents has come off or has been removed
