Yes, it has all the hallmarks, "Don't contact me through ebay" and the Gmail address etc
I don't know who to contact at ebay but they need to be informed and the listing removed.
I'm sure someone will be along shortly that knows how.

Oh - link seems gone - guess that the complaints filtered through.

A good sign of scams on ebay or similar sites is the use of a picture where you would expect text (this is to try and circumvent the built in checking of content) if you can't select the text it's a 90% chance of a scam. Indeed if it's too good to be true....
