Check what you have listed but they don't nead to be stood to do any of the above
All boils down to ££££££££ and time and can you turn a spanner if you cannt then ££££££££££££££ but you have to weigh it up

If it's not been run for a while, budget for all new hoses, so fuel lines and coolant hoses, they will perish.
New rear window, or complete roof
Tyres
Battery
Carpet

Apart from whatever may have perished, rotted, seized etc. since the car was parked up I'd consider why it was parked up in the first place?
Not normal to take a perfectly good and road worthy car and stop using it so maybe expensive mechanical failure (even something simple like a clutch could be expensive if your not "hands on") or MOT failure on one or more things scratchchin

I've just been in the same situation; car stood outside for 16 months after RAC rescue,rear window letting water in, generally in need of a thorough going over.He couldn't be bothered to charge up the battery and get it going for me and expected an offer there and then, so I offered 2k on the reasoning that if the engine was fked I could recoup that amount by breaking the car.I said if he got it running I'd give him 3k.
That's the last I heard; if it's still there next year I'll offer £1500.
