ie no wholes/internal corrosion/bubbling - light surface corrosion only which has just been treated.... and can be seen 'naked/as is' ie not covered up with black waxoyl hiding unknowns.....

ie Complete peace of mind with full engine rebuild......

Yes I would rather buy a car with a chassis like this with no flaking paint and gunky oil hiding all those nasties, you can see any faults with the chassis straight away. The adverts with chassis waxoiled every year !!!
