Is there metal in the nose section?

There's always been a small section on the front of my car where the paint looked like it was "bubbled", I put it down to perhaps a poor touch up job.

You can just about see it in the picture:



I've just been cleaning it, and I noticed that now the paint has flaked away revealing some rusty metal underneath.

Is this part of the nose reinforced with metal?
