Speed hold up between gear change

Title should read "Speed hold up between gear change" but Apple auto-correct decided otherwise.
When speed doesn't drop during gear change and idle speed is stuck at a high level (2000rpm), this is an indication that the ECU doesn't get the right speed signal.
But which element is at fault? Is it the speed sensor or the head unit which converts the signal for the ECU?
In case it is the later case, where can I source a new unit? It is easy to find speed sensors but not yet found the electronic box?
Any hints?

Is your throttle returning full to its stop?
Could be an air leak on the induction side of the engine, in the past I have squirted brake cleaner around the plenium chamber/hoses and see if there is an increase in revs, the cleaner acts as a fuel if it gets sucked into the engine, be careful with it around the exhausts spark plugs or anything that could ignite the cleaner, having read what I have just wrote it sounds a dangerous thing to do and why did I recommend it.

I don't know is this is a new problem or still related to my idle speed.
But I still don't have my rover gauge cable and can't really diagnose the source of the problem.
I am pretty sure I have no air leaks because the idle speed drops below 600rpm ( the engine stalls) when the stepper circuit is blocked.
Also, this issue is intermittent. From time to time, the Rev drops when changing gears (mostly between 2nd and 3rd) and then holds up again.
When stationary, it takes at least 20s before it drops to 1200rpm and then 800rpm.
Which makes me think about an electrical problem rather than mechanical.
