No main or dip beam (but have main flash)

My '97 chim has side lights, indicators, main flash but no dip or main beam.
When I turn the knob from side lights to full lights it clicks from the dash but no relay click. When I push the stalk forwards for main beam there are no clicks or anything. When I pulk the stalk to flash the main it works fine.
Fuses checked and working
Relays checked and working
Main beam bulbs working (for flash)
I'm not familiar with the circuitry, electrickery and gubbins between the lights-knob\stalk and bulbs and I don't have a bible yet (bout time I got one) so any thoughts\ideas from you guys would be appreciated.
I've done an archive trawl but not found one where both main and dipped don't work but main-flash does...

Flash has its own fuse (17) so that is OK.
High beam is relay R11 which is powered from Fuse 20 which must be OK if flash is working.
Dip beam is relay R1 which supplies Fuse 1 so Check this fuse.
The coils of both these relays are powered through the lights module via the column stalk. The module is powered from fuse 10 which in turn powers the rear fog, side lights and dash lights. As the side lights are working then that fuse must be OK.
That leaves the blue wire from the module to the column stalk switch. The ribbon cable from module to lights switch,the lights switch or the module itself.

I can add to the symptoms list:
The rear fog light doesn't work and the illuminated ring around the button does not illuminate.
The illuminated ring around the lights-knob doesn't illuminate.
Not sure if these help indicate where the fault is\isnt?
Fuse 10 is fine.

It has to have power if side lights work.
If both fog and headlights are not working then it is highly unlikely both switches or both ribbon cables have failed (unless you have mice).
I'll have a look inside my module and see if there are any fuses inside.

It just contains 6 relays, 9 diodes and 2 resistors so not an awful lot to go wrong.
I'm in the process of trying to reverse engineer the circuit (on the desk in front of me) but it's not easy as the tracks disappear under the relays so I'm having to buzz them to find out where they go.

Could be a faulty indicator stalk. Apparently these GM parts are notorious and I've found a post where replacing the stalk solved a similar problem.
At less than a tenner for a new stalk I'm thinking of switching it out.

When you tried the fogs did you have ignition and headlights on dip?
If so then the stalk could be the common link as the control module feed for the fogs comes from the dip side of the stalk

When all else fails, and the faults seem random and illogical, suspect mice.

I lived in the country, had horses and stables at home.
No problems until September that year, when I suddenly started having random electrical faults.
I came up with all sorts of wonderful theories as to what was wrong. I posted my theories on PH.
A young mechanic friend rang me and said 'you've got mice'. I said 'rubbish'.
He came over one Saturday, pulled the centre console off, took the radio out, proved his point by finding a horrible mess of chewed wires, and spent the rest of the day repairing the damage with cable and soldering iron.
I had the same headlights/flash fault as you, had lost the speedo, hazard lights, alarm microwave sensor, and a load of other things. The mice had got in through the heater air intake and the perished gear-lever gaiter, and had chewed the wiring down the centre of the car and the ribbon cables in the lower dash. The only good thing was that they hadn't got into spaghetti heaven, the upper dash area.
Fixed the wires, replaced the ribbon cables, replaced the gaiters (that was fun, finding the right ones) bought an ultrasonic mouse deterrent, and moved house. I still live in the country, horses and stables are across the road at a farm, but I know we still have mice in the garden. And rabbits, rats, pheasants, moles, hawks and pigeons.
