I have 12 volt through my tester when horn is removed ,the horn has continuity .

Does this mean everything is working at the first box end ? I wonder if it's the horn it self .

Just touch the wire onto the metal of the steering wheel, horn should sound if alls well.
Continuity, does that mean you have power at the horn end itself.

Just because a digital meter says 12v does not mean there is enough current to drive the horn so first put +12v direct to the horn from the battery and a good earth to prove it works. Refit the original earth wire and again use your good +12v. Next refit the original horn wire and try again.
If the horn works but not with its correct wire then investigate the horn relay (No. 4) and fuses 3 and 19.

Are there not two horns, hi and lo tone?

Unlikely they have both packed up scratchchin

Also worth checking if both fans come on. One of them is wired up with the horn fuse/relay (on mine anyway !!)
