Just recently done an oil change and when I removed the sump plug, there was no washer on it,
Is there or should there be a separate rubber washer on the Steve heath magnetic sump plug ?

You need one of the copper compression type washers for a good seal. Rubber tends to squeeze out as you tighten.

This is a seal in two parts an alloy body (which would likely seal in its own right) plus a rubber lip seal bonded to it.
In use the bolt tightens nicely against the alloy body and at the same time compresses the rubber seal. The alloy body prevents the rubber from being crushed.
