I have a 95 , they did an option for a cold fan for the right hand vent, mine has a fan switch under the dash that is the same as the one on the dash facia ..it is below the vent similar location to the dash light switch but on the right hand side of the column .. it only sends out cold air and the passenger side vent does the hot/less hot air ..
I've only had one chimaera, and owned it for 20 of the 25 yrs since it was built .. and it's been there the whole time .. The cold air vent was an option when new ... I only have 2 air vents.. one each end of the dash .. no central vents .. I've never understood why they did it but TVR did many things that were difficult to understand .. 

My drivers side dash vent has a tube which goes.. nowhere.. just ends a few inches under the dash and doesn't connect to anything at all. Can't even see where it might link up to the blower or exit out of sidewall to get fresh cool air as no gaps for it to go through.. Weird. I have a round vent on central tunnel drivers footwell , the 2 central lower dash vents and passenger side vent and footwell vent. All of them work fine and blow hot or cool air depending on control.
