96 car fuel tank sender.
Discussion
It's a supply and a return, with the fuel sender being a variable resistor connected between the two wires. Hence there is a voltage drop across the two wires defined according to ohms law. You can measure the resistance across the sender pins with the plug disconnected in order to check the sender.
